
On February 11, 2025, the San Diego County Board of Supervisors considered endorsing U.S. House Resolution 28, known as the “Protection of Women and Girls in Sports Act of 2025.” This federal bill seeks to amend Title IX to prohibit transgender females from participating in women’s sports within federally funded educational institutions. The proposal, introduced by Supervisor Jim Desmond, failed to advance due to the absence of a seconding motion.
Supervisor Desmond argued that the endorsement was a matter of fairness and safety in women’s athletics, emphasizing that “males, however they identify, should not be competing in women’s sports.” He cited concerns from local parents about their daughters sharing locker rooms with male students and referenced an incident where a female high school volleyball player was injured by a male athlete.
Acting Board Chair Terra Lawson-Remer, who identifies as non-binary, opposed the proposal, stating that it was “not based on science, it’s not based on facts.” Lawson-Remer highlighted existing issues in women’s sports, such as unequal pay and prize money, suggesting that the board should focus on these pressing concerns instead.
On February 5, 2025, President trump signed an executive order which prohibits transgender women and girls from competing in female sports. The federal bill, H.R. 28, has passed the House of Representatives and awaits consideration in the Senate.
